They will try and fine you for anything and if you do not record them then you will have no evidence in your favor. There are a lot of officers that are good and will not fine if you even if you are breaking the law. For example, if you are doing 33 in a 30 then some officers will fine you for it as it is right on the brim of the 10% leeway you get for speeding. Then you get the good police officers who will see you speeding like that and tell you not to and let you off with a warning.
Even if they seem like good police officers it is best that you still record them so that you have your own personal record of the conversation just in case something goes wrong. I would recommend just grabbing your smartphone and hitting record but do not be like one of those people who wave it in the officer's faces as that is disrespectful and they might be a good police officer so they might not take too kindly to having that.
The police force should always have a body cam that is turned on so if you record them please inform them that you are doing so as a way to protect your self. All the police officers have got body cams but sometimes the footage from them can go missing or it might be "accidentally" deleted so if you have got your own copy of it then you should be alright.
If you are going to use your phone, then check the laws around it as I know that in England you have got to have your vehicle in park ( hand brake on ) and the key has got to be out of the ignition otherwise it is classed as using your phone at the wheel even if your car is stationary.
Other tech you could use is having your own body cam or a camera in your car so that your actions and the voices of the officers are visible these should be fairly cheap especially when you compare them to a possible fine that you might get.
Remember to be smart and be safe the officer is approaching a stranger so he or she does not know what you might have on you or in your car. Have your own version of events but make sure that it can be backed up by evidence otherwise, it is their word against yours and they will always win that court case because you are a civilian and they are law enforcement.
